    2012年5月24-25日,由欧洲培训基金会(European Training Foundation,简称ETF)和国际职业能力测评研究网络(International COMET Research Network)联合举办的题为“职业能力测评:国际展望”(Measuring vocational competence: An international perspective)的国际研讨会在ETF总部意大利的都灵市举行。来自15个国家的高等院校、科研机构和政府以及CEDEFOP等国际机构的近30名代表参加了会议。作为COMET国际研究网络核心成员的北师大职业与成人教育研究所的代表赵志群教授参加了会议,并介绍了我国在职业能力测评研究方面取得的成果。与会者对我所在该领域取得了成果给予了很大的关注为了加强该领域的国际合作研究,中国、德国、挪威、瑞士和南非等国多所高等院校拟合作成立“虚拟博士生学院”,通过共同的博士生开题、指导和研修提高本领域的交流和科研水平。与会者选举奥斯陆大学作为“学院”的主席单位,北京师范大学和德国埃尔福特大学作为副主席单位,共同推进此项工作的筹备。

    An international symposium at the ETF on 24 and 25 May brought together researchers and experts from ETF partner countries and beyond to discuss how measuring vocational competences can improve vocational education and training.
    The event was organised by the ETF in cooperation with the Bremen University project on the Competence Development and Assessment in TVET (COMET) and involved experts from 15 countries - from China and Vietnam to Lebanon and Norway.
    The purpose of the meeting was to explore the most recent developments in applied research and pilot programmes on the measurement of vocational competence, and determine whether they are applicable in the context of ETF partner countries.
    Zhiqun Zhao, Head of the Institute of Vocational and Adult Education at Beijing Normal University, leads COMET project in China. He measures competences of students of car mechanics and electronics. ‘The results of these measurements can help policy makers to improve programmes and teachers - their instruction,’ said Mr Zhao.

    More systematic measurement of vocational competences, like PISA assessment for general education, is a means to establish and guarantee the quality of education and training. Measurement is also a way to determine whether, and how, the investment in training is cost-effective in terms of pedagogical and economic value. It can also give insights into how different pedagogical approaches impact the competence development of students.

    The increasing internationalisation of labour markets and workers’ mobility makes transferability of vocational education and training qualifications across international borders a crucial issue. Common approaches to measuring vocational competences can help here, too.  ‘What matters,’ said Helmut Zelloth, a senior human capital development specialist at the ETF, ‘is that people should be able to develop competences that they can use in practice.’ He added that the companies in ETF partner countries identify skills deficits as a major obstacle for business development. ‘It is no silver policy bullet, but competences measurement can - if the results are meaningful, qualitative and strong enough - impact positively the teaching and learning practices and the policy making,’ said Mr Zelloth.

    Hermann Nehls, chairman of the governing board of Cedefop, who is also in charge of initial and continued training at the confederation of German trade unions, warned participants not to forget in the process of measuring the broad competences that public education systems should provide. ‘Humanisation, democratisation and participation are equally important,’ said Mr. Nehls. ‘This is the time for creative competences, not only for those useful to fulfill the tasks at work.’
