2023年12月2日至3日,在北京师范大学教育学部国际联合研究项目基金资助下,北京师范大学教育学部国际联合项目“教学专长的发展:对教师实践的多学科视角研究”团队与教育管理学院、校长培训学院及香港教育大学教育政策与领导系举办“创新驱动的高质量教育发展:学校治理与教师队伍建设”年度国际研讨会。
From December 2nd to 3rd, 2023, with the support of the International Collaborative Research Project Fund from the Faculty of Education at Beijing Normal University, the interdisciplinary research project team on “The Development of Pedagogical Expertise: A Multidisciplinary Perspective on Teacher Practice”, along with the School of Educational Administration, the Principal Training College, and the Department of Education Policy and Leadership at The Education University of Hong Kong, organized the Annual International Seminar on “Innovation-Driven Education Development: School Governance and Teacher Capacity Building”.
研讨会设立3场主论坛,6场分论坛,共发布学术报告86份。在为期两天的研讨中,来自中国、英国、加拿大、澳大利亚等国家和地区的64位大学学者、90位中小学校长、84位硕博研究生同学,围绕“人工智能与教育发展”、“学校治理现代化与提高学校质量”、“教师教学创新与人才培养质量提升”、以及“创新人才培养与教育评价制度改革”等问题分享宝贵的理论研究成果和实践探索经验。研讨会吸引了300余人现场参会。
The seminar featured three main forums, six sub-forums, and a total of 86 academic presentations. Over the course of two days, 64 university scholars from China, the United Kingdom, Canada, Australia, and other countries and regions, along with 90 primary and secondary school principals, and 84 master's and doctoral students, gathered to share valuable theoretical research findings and practical exploration experiences on topics such as “Artificial Intelligence and Educational Development”, “Modernization of School Governance and Improvement of School Quality”, “Teacher Teaching Innovation and Quality Enhancement of Talent Training”, as well as “Innovation Talent Training and Education Evaluation System Reform”. The seminar attracted more than 300 participants on-site.

On the morning of December 2nd, the International Seminar opened grandly at the Academic Lecture Hall on the third floor of the Beijing Normal University Library. The opening ceremony was chaired by Professor Junyang Su, the Dean of the School of Education Administration of the Faculty of Education. Professor Kai Yu, Vice Dean of the Faculty of Education at Beijing Normal University, delivered a speech, extending a warm welcome to the distinguished attendees. The opening ceremony was attended by prominent media editors, including Professor Caiyun Zhang, the editor-in-chief of Educational Research; Associate Editor Chunping Li of Peking University Education Review; Senior Editor and Associate Editor Danhe Bao of Educational Science Research; Editor-in-Chief and editor Jinxin Sun of Basic Education in China; Deputy Editor and Editorial Department Director Tao Li of Journal of Educational Studies; and Deputy Editor-in-Chief and Chief Editor Yunying Lvu of Journal of the Chinese Society of Education.

在主论坛环节,中国教育战略学会现代教育管理专业委员会理事长,浙江外国语学院孙绵涛教授以《The Reform of the College Entrance Examination System——the Key to Cultivating Innovative Talents in the New Era》为题,分享了精彩的主题报告,提出新时代呼唤新的高考制度的倡议,并分享了突破一考定终身的高考改革构想和实施方案。莫纳什大学教育学院副院长Alexander Kostogriz教授以《Building teacher capabilities: A partnership approach to teacher workforce development for diverse classrooms》为题,基于澳大利亚的案例研究,提出了一个包括专注力、责任心、能力和反应灵活性在内的发展教师人力资本的新路径。北京大学教育学院院长阎凤桥教授作了以《Categories of Knowledge and Educational Development》为题的报告,探讨了不同类型知识与教育发展之间的关系。香港教育大学教育政策与领导学系主任陆佳芳副教授围绕《What We Learnt from Training Hong Kong Teacher Leaders about National Educational System and Development in Mainland China》这一主题,分享了香港学校教师领导者培训方案以及这一计划如何促进香港教师领导者对中国大陆教育体系和发展现状的理解。中国教育学会学校文化研究分会秘书长,北京师范大学教育学部张东娇教授作了以《学校文化驱动模型的六图一表》为题的报告,分享了过去15年研究基础上建立的学校文化驱动模型知识系统、应用工具与实践经验。
At the main forum session, Professor Miantao Sun, a professor at Zhejiang International Studies University and the Chairman of the Modern Education Management Professional Committee of the Chinese Education Strategic Association, delivered a fascinating keynote presentation titled “The Reform of the College Entrance Examination System—the Key to Cultivating Innovative Talents in the New Era.” He advocated for a new college entrance exam system in the era and shared concrete ideas and implementation plans for reforming the college entrance exam system, moving away from a one-exam-for-a-lifetime approach. Professor Alexander Kostogriz, Deputy Dean of the Faculty of Education at Monash University, presented a keynote address titled “Building Teacher Capabilities: A Partnership Approach to Teacher Workforce Development for Diverse Classrooms.” Based on a case study in Australia, he proposed a new pathway for developing teacher human capital, encompassing attentiveness, responsibility, competence, and responsiveness. Professor Fengqiao Yan, Dean of the Faculty of Education at Peking University, delivered a keynote speech on “Categories of Knowledge and Educational Development”, exploring the relationship between different types of knowledge and educational development. Associate professor Jiafang Lu, Director of the Department of Education Policy and Leadership at The Education University of Hong Kong, shared insights on “What We Learnt from Training Hong Kong Teacher Leaders about National Educational System and Development in Mainland China.” She discussed the training program for teacher leaders in Hong Kong and how it contributed to their understanding of the education system and development in mainland China. Professor Dongjiao Zhang from Faculty of Education at Beijing Normal University, Secretary-General of the School Culture Research Committee of the Chinese Society of Education, presented a keynote address titled “The Six Diagrams and One Table of the School Culture-Driven Model.” She shared the knowledge system, application tools, and practical experience based on 15 years of research to establish the school culture-driven model.
南京师范大学教育领导与管理研究所所长张新平教授作了以《Reflections on the evaluation of high quality development of education》为题的报告,提出教育高质量发展评价是一种范式的创新,并发出中国式教育评价应聚焦发展性、统合性和友好性的倡议。萨斯喀彻温大学教育学院系主任Paul Newton教授作了以《Global Governance in Education: Transnational Influences on Local and National Educational Governance》为题的报告,分享了加拿大在教育治理方面的经验,并探讨了教育治理的发展趋势。西南民族教育与心理研究中心主任,西南大学张学敏教授作了以《What kind of people should high quality education cultivate: Based On The Perspective of Strengthening the Consciousness of the Chinese National Community》为题的报告,聚焦高质量教育应该“培养什么人”,探讨了立德树人民族品格培养的研究和实践设想。伦敦大学金史密斯学院系主任Andrew Wilkins教授作了以《What is governance? Problematics, puzzles and possibilities》为题的报告,分享了学者们对教育治理的不同理解,并提出了关于治理内涵和目的的反思。
Professor Xinping Zhang from Nanjing Normal University delivered a presentation titled "Reflections on the Evaluation of High-Quality Development of Education." In his report, he proposed that the evaluation of high-quality development in education was an innovative paradigm. He emphasized the need for Chinese educational evaluation to focus on developmental, comprehensive, and friendly aspects. Professor Paul Newton, Department Head of Educational Administration at the University of Saskatchewan, presented a report titled "Global Governance in Education: Transnational Influences on Local and National Educational Governance." He shared Canada's experience in educational governance and discussed the trends in educational governance development. Professor Xuemin Zhang from Southwest University, the director of the Research Center for National Education and Psychology in Southwest China, delivered a presentation titled "What Kind of People Should High-Quality Education Cultivate: Based on the Perspective of Strengthening the Consciousness of the Chinese National Community." The report focused on the cultivation of individuals in high-quality education, exploring the research and practical considerations for fostering moral and national character. Andrew Wilkins, a professor and Reader in Education Policy and Director of Research in the Department of Educational Studies at Goldsmiths, University of London, presented a report titled "What is Governance? Problematics, Puzzles, and Possibilities." He shared diverse understandings of educational governance among scholars and proposed reflections on governance, including consideration on the essence and purposes of governance.

华南师范大学政治与公共管理学院院长胡中锋教授围绕《Rethinking Value-Added Assessment: Exploring Shortcomings and Improvements》这一主题,分析了增值性评价的特点,分享了广州开展增值性评价的实践经验。大洋洲比较与国际教育学会会长,悉尼大学教育学院Alexandra Jayne McCormick副教授作了以《Innovations & Partnerships for Teacher Education: Examples from Australia & Oceania》为题的报告,分享了合作伙伴关系促进教师教育的实践经验,并发出在全球化的背景下教师教育应面对更广泛的合作伙伴关系的倡议。华东师范大学教育管理学院院长胡耀宗教授围绕《Action and Reflection on the Big Data Empowered Quality Evaluation of Basic Education Schools in China》这一主题,分享了通过人工智能赋能学校办学质量评价的实践经验,并现场展示了借助人工智能技术生成的学校办学质量评价报告。莫纳什大学教育学院Philip Wing Keung Chan副教授作了《Improving teachers’ competencies to teach online live classes》为题的报告,介绍了信息技术和人工智能为教育带来的机遇,提出了增强教师线上教学能力的宝贵建议。北京妇女对外交流协会副会长,首都师范大学荣利颖教授作了以《Research on the Teacher Rotation System under the School Governance Concept》为题的报告,从制度创新、观念重塑和资源重构三方面分享了教师交流轮岗的“北京模式”。
Professor Zhongfeng Hu from South China Normal University, the Dean of the School of Politics and Public Administration, presented on the topic "Rethinking Value-Added Assessment: Exploring Shortcomings and Improvements." He analyzed the characteristics of value-added assessment and shared practical experience in conducting value-added assessment in Guangzhou. Associate Professor Alexandra Jayne McCormick from the Faculty of Education at the University of Sydney, and President of the Comparative and International Education Society of Oceania, delivered a presentation titled "Innovations & Partnerships for Teacher Education: Examples from Australia & Oceania." She shared practical experience in promoting teacher education through collaborative partnerships and advocated for broader collaborative relationships in teacher education within the global context. Professor Yaozong Hu, the Dean of the School of Education Management at East China Normal University, presented on "Action and Reflection on the Big Data Empowered Quality Evaluation of Basic Education Schools in China." He shared practical experience in using artificial intelligence to empower the quality evaluation of school management, demonstrating on-site the school's quality evaluation report generated through artificial intelligence technology. Associate Professor Philip Wing Keung Chan from the Faculty of Education at Monash University discussed "Improving teachers’ competencies to teach online live classes." He introduced opportunities brought by information technology and artificial intelligence to education and provided valuable suggestions for enhancing teachers' online teaching capabilities. Professor Liying Rong from Capital Normal University, the Vice President of the Beijing Women's Foreign Exchange Association, presented on "Research on the Teacher Rotation System under the School Governance Concept." She shared insights into the "Beijing Model" of teacher exchange rotation, emphasizing institutional innovation, conceptual reshaping, and resource restructuring.
湖南师范大学教育科学学院常思亮教授围绕《The Trend of the Number of Graduates in Science and Engineering Disciplines in Chinese Universities: Based on the Panel Data from 2001 to 2020》这一主题,分析了我国高校理工科学生人数下降的原因,并提出稳定高校理工科学生数量占比的可行建议。哈尔滨师范大学教育科学学院院长温恒福教授作了《The Essence, Characteristics and Improvement Methodology of Educational Effectiveness》为题的报告,阐释了教育效能的本质,分享了教育效能合目的性、有效性、整体性、持续性、潜在性、时代性的重要观点。香港教育大学教育政策与领导学系Paul Campbell博士围绕《Conceptualising collaboration for educational change: the role of leadership and governance》这一主题,分享了文献与政策语境中协作的内涵,并探讨了协作在应对学校所面临的挑战中发挥的作用。北京师范大学教育学部教育管理学院史杰萍博士围绕《Effective Components of Social Emotional Learning Programs: A Meta-Analysis》这一主题,分享了针对社会情感学习项目开展元分析的结果,提出强化教师社会情感技能培养的重要性。
Professor Siliang Chang from Hunan Normal University, focused on the theme “The Trend of the Number of Graduates in Science and Engineering Disciplines in Chinese Universities: Based on the Panel Data from 2001 to 2020.” He analyzed the reasons for the decline in the number of science and engineering students in Chinese universities and proposed feasible suggestions to stabilize the proportion of science and engineering students in universities. Professor Hengfu Wen from Harbin Normal University, the dean of the school of Educational Science, delivered a report titled “The Essence, Characteristics, and Improvement Methodology of Educational Effectiveness.” He elucidated the essence of educational effectiveness, sharing important perspectives on its purpose, effectiveness, integrity, sustainability, potential, and temporality. Dr. Paul Campbell from the Department of Educational Policy and Leadership at The Education University of Hong Kong presented on “Conceptualizing collaboration for educational change: the role of leadership and governance.” He shared the connotations of collaboration in the context of literature and policies, exploring the potential role of collaboration in addressing challenges. Dr. Jieping Shi from the School of Education Administration at Beijing Normal University's Faculty of Education presented a report titled “Effective Components of Social Emotional Learning Programs: A Meta-Analysis.” She shared the results of a meta-analysis conducted on social-emotional learning programs, emphasizing the importance of enhancing teachers' social-emotional skills.

中国教育发展战略学会副会长,北京师范大学褚宏启教授作了题为《School governance for students' creativity: The role of students' participation》的报告,分享了学生参与治理的理论和实践探索,拓展了教育治理的研究边界。江西省教师质量协同创新中心常务副主任,江西师范大学万文涛教授围绕《The Development Law of Talent Literacy and Its Enlightenment for Educational Reform》主题,基于学生学习过程认知分析的新成果,提出人才素养发展应遵循的六大规律。香港教育大学教育政策与领导学系曾国权博士作了《The Development Law of Talent Literacy and Its Enlightenment for Educational Reform》为主题的报告,分享了引发教师日常负面情绪的原因,提出全面理解教师工作现状,关注教师情感的倡议。北京师范大学教育学部教育管理学院院长助理张玉凤博士围绕《Transformational over Transactional? The lmpact of Ambidextrous Leadership on Teacher Work Engagement: Mediating Role of School Climate》,指出双元领导力影响教师工作投入的内在机制,讨论了中国情境下新近领导力理论及未来研究展望。
Professor HongQi Chu from Beijing Normal University, Vice President of the Chinese Society for Educational Development Strategy, delivered a presentation titled “School governance for students' creativity: The role of students' participation.” He shared theories and practical exploration of student involvement in governance, expanding the research boundaries of educational governance. Professor Wentao Wan from Jiangxi Normal University, Executive Deputy Director of the Jiangxi Teacher Quality Collaborative Innovation Center, discussed “The Development Law of Talent Literacy and Its Enlightenment for Educational Reform.” Based on new cognitive analysis results of the student learning process, he proposed six laws that talent literacy development should follow. Dr. Kwok Kuen Tsang, from the Department of Education Policy and Leadership at The Education University of Hong Kong, presented on “The Development Law of Talent Literacy and Its Enlightenment for Educational Reform.” He shared the causes of negative emotions among teachers and proposed initiatives to comprehensively understand the current status of teachers' work and focus on teacher emotions. Dr. Yufeng Zhang, Assistant Dean of School of Education Administration of Faculty of Education at Beijing Normal University, spoke on “Transformational over Transactional? The Impact of Ambidextrous Leadership on Teacher Work Engagement: Mediating Role of School Climate.” She highlighted the internal mechanisms through which ambidextrous leadership influences teacher work engagement and discussed new leadership theories in the Chinese context and future research prospects.
沈阳师范大学教育经济与管理研究所副所长祁型雨教授围绕《Research on Policies for the lnstitutional lntegration of Teacher Education in China》分享了教师教育一体化的界定并提出促进教师教育一体化实施切实可行的建议。香港教育大学教育政策与领导学系Jianjing Tang博士作了《Building shared transformative agency: Exploring the role of middle leaders as leaders of teacher learning in Chinese primary schools》为题的报告,指出中层领导在教师学习中的关键作用,分享了广州地区中层领导促进教师学习的实践经验。清华大学教育研究院长聘副教授阎琨围绕《The Construction of a Powerful Nation of Education in China: Policy Diffusion Process and Features》,分享了基于2010-2021年一万多份教育强国相关政策文献的扩散特征开展量化分析的最新成果。莫纳什大学教育学院Bertalan Magyar博士作了《Agentic teacher wellbeing in Australian schools: Past insightsto inform post-pandemic workforce development》为题的报告,指出领导者在提升教师幸福感和学生表现方面扮演的重要角色,并提出培养教育领导力的倡议。
Professor Xingyu Qi from Shenyang Normal University, the Associate Director of the Institute of Education Economics and Management, shared insights on the institutional integration of teacher education in China in his presentation titled “Research on Policies for the Institutional Integration of Teacher Education in China.” He defined the integration and proposed practical suggestions to promote its implementation. Dr. Jianjing Tang, a PhD holder from The Education University of Hong Kong's Department of Education Policy and Leadership, delivered a presentation titled “Building shared transformative agency: Exploring the role of middle leaders as leaders of teacher learning in Chinese primary schools.” She emphasized the crucial role of middle leaders in facilitating teacher learning and shared practical experience from the Guangzhou region. Tenured Associate Professor Kun Yan from the Institute of Education at Tsinghua University, presented on “The Construction of a Powerful Nation of Education in China: Policy Diffusion Process and Features.” She shared the latest quantitative analysis results on the diffusion characteristics of more than 10,000 education-related policy documents from 2010 to 2021. Dr. Bertalan Magyar from Monash University's Faculty of Education discussed “Agentic teacher wellbeing in Australian schools: Past insights to inform post-pandemic workforce development.” He highlighted the significant role education leaders play in enhancing teacher well-being and student performance and proposed initiatives to cultivate and enhance educational leadership.
本次国际会议设立6个分论坛,包括3个平行论坛,1个校长论坛和2个博士生论坛。分论坛邀请了《中国教育学刊》、《教育科学研究》、《中国基础教育》等期刊资深编审、高校和科研机构学者、中小学校长和管理者、地方教研工作者、硕博研究生等近百名人员参与。
The international conference featured six forums, including three parallel forums, one principal forum, and two doctoral forums. These forums invited nearly a hundred participants, including senior editors from journals such as Journal of the Chinese Society of Education, Educational Science Research, Basic Education in China , scholars from universities and research institutions, primary and secondary school principals and administrators, local educational researchers, and master's and doctoral students.
在12月2日晚上的平行论坛环节,会议围绕“人工智能与教育发展”“教师教学创新与人才培养质量提升”“创新人才培养与教育评价制度改革”三个主题展开讨论。“人工智能与教育发展”分论坛,由《中国教育学刊》副编审、首席编辑吕允英主持,会议围绕学生创新性思维、生成式人工智能、教育数字化发展等热点话题展开,与会者从理论层面、实践层面、政策层面为如何抓住人工智能给教育带来的机遇建言献策。“教师教学创新与人才培养质量提升”分论坛,由《教育科学研究》高级编辑、副主编鲍丹禾主持,会议围绕校长治理行为、校长领导力、实践共同体、导师支持等影响教师教学创新和教师学习的重要因素展开讨论,与会者展望了教师教学创新理论和实践进路。“创新人才培养与教育评价制度改革”由北京理工大学宋宪萍教授主持,会议聚焦科技创新人才、全日制教育硕士、博士生、中小学实践型教师教育者等人才培养以及大中小学校评价等评价制度改革的重点难点问题,与会者反思了目前面临的问题,提出了未来研究和实践展望。
On the evening of December 2nd, during the parallel forum session, the conference conducted discussions on three main themes: “Artificial intelligence and educational development”, “Teacher teaching innovation and talent training quality improvement”, and “Innovation talent training and education evaluation system reform”. The “Artificial intelligence and educational development” sub-forum, hosted by Yunying Lvu, Deputy Editor-in-Chief and Chief Editor of Journal of the Chinese Society of Education, delved into hot topics such as students' innovative thinking, generative artificial intelligence, and the development of educational digitization. Participants provided insights and recommendations from theoretical, practical, and policy perspectives on how to seize the opportunities brought by artificial intelligence to education. The “Innovation talent training and education evaluation system reform” sub-forum, hosted by Danhe Bao, Senior Editor and Deputy Editor-in-Chief of Educational Science Research, discussed important factors influencing teacher innovation and learning, including principal governance behavior, principal leadership, collaboration, and supervisor support. Participants envisioned future paths for teacher innovation theory and practice. The sub-forum on “Innovative Talent Development and Reform of Educational Evaluation Systems”, chaired by Professor Xianping Song from Beijing Institute of Technology, focused on key and challenging issues related to talent development, such as technological innovation talents, full-time education master's and doctoral students, and practical teachers in primary and secondary schools. Discussions also centered around the reform of evaluation systems in large, medium, and small schools, reflecting on current issues and proposing future research and practice prospects.
12月3日下午的校长论坛围绕“学校治理现代化与办学质量提升”展开深入讨论,由北京教育学院教育干部学院吕蕾副教授和湖北省孝感市应城市教研室副主任,中学数学教研员田洪春老师主持。来自上海、北京、安徽、河北、浙江等省市的7位学校校长围绕学校治理的理念和具体实践,共话学生培养、教师专业成长、教师队伍建设的实践经验。通过交流碰撞,与会者探讨了未来教育高质量发展的方向和路径,为学校治理现代化与办学质量提升注入新的动力。
On the afternoon of 3rd December, the Principal Forum, themed “Modernization of school governance and improvement of school quality”, engaged in in-depth discussions. The forum was moderated by Associate Professor Lei Lvu from the School of Education Cadres at Beijing Institute of Education and Hongchun Tian, Deputy Director of the Education Research Office in Yingsheng City, Xiaogan, Hubei Province, and a secondary school mathematics Jiaoyanyuan. Seven school principals from Shanghai, Beijing, Anhui, Hebei, Zhejiang, and other provinces and cities shared their perspectives and specific practices on school governance. The discussions revolved around the principles of school governance and practical experiences related to student cultivation, professional growth for teachers, and the construction of the teaching staff. Through the exchange of ideas and experiences, participants explored the future direction and paths for achieving high-quality education development, injecting new impetus into the modernization of school governance and the enhancement of educational quality.
12月3日下午的博士论坛一由《中国基础教育》主编、编审孙金鑫主持。本次博士论坛汇聚了来自多学科领域的博士生,聚焦学校支持与教师创新、启发式教学、家庭功能与教师身份形成、本科生源质量、教师职业倦怠、乡村小规模学校组织变革、教育治理现代化等教育领域的重点问题。参会博士生从多学科视角探究教育问题,展现了新一代年轻教育学人的学术思考和创新思维。博士论坛二由天津工业大学毕妍副教授主持,聚焦领导风格测量工具的本土探索,教师工作投入、工作绩效以及职业倦怠的生成机制,家庭情感治理的社会学思考,协作模式下学校改进探索等主题,同时也关注师生冲突、乡村定向师范生培养、“双师型”教师、考试制度等热点难点话题,展现了教育研究年轻力量的学术视野和针对难点问题勇于探索的勇气,为教育理论和实践发展提供了有益洞见。
On the afternoon of December 3rd, the first PhD student forum, hosted by Jinxin Sun, the Chief Editor and Editorial Board Member of Basic Education in China, brought together doctoral students from various disciplines. The forum focused on key issues in the field of education, including school support and teacher innovation, heuristic teaching, family functioning and pre service education teacher identity, the quality of undergraduate students, teacher professional burnout, organizational changes in small rural schools, and modernization of educational governance. Participating doctoral students explored educational issues from a multidisciplinary perspective, showcasing the academic reflections and innovative thinking of the new generation of young education scholars. The second PhD student forum, hosted by Associate Professor Yan Bi from Tiangong University, focused on the local exploration of leadership style measurement tools, the generation mechanisms of teacher work engagement, work performance, and professional burnout. It also delved into sociological considerations of family emotion management, explorations of school improvements under collaborative models, and addressed hot and challenging topics such as teacher-student conflicts, rural-oriented teacher training, “double-qualified” teachers, and examination systems. The forum demonstrated the academic perspectives of young educational researchers and their courage to explore challenging issues, providing valuable insights for both educational theoretical and practice development.
