会议简介/Introduction of the Conference

在教育信息化与智能化深度融合的背景下，特殊教育正迈入高质量发展新阶段。《中国教育现代化2035》提出“加快信息化时代教育变革”，《十四五”特殊教育发展提升行动计划》也明确鼓励应用人工智能、大数据、虚拟现实等新技术。当前，以生成式人工智能为代表的新技术，正深刻改变特殊教育的教学支持、沟通辅助与个性化干预方式的实践模式；脑科学和神经可塑性研究也不断深化我们对学习机制与差异性需求的理解；而循证实践与跨学科协同则不断提升教育决策与服务的科学性。为推动特殊教育在公平性、科学性与融合性方面的持续突破，北京师范大学教育学部特殊教育学院将举办“融合·智赋：特殊教育高质量发展国际会议”，邀请国内外专家学者共同探讨新技术环境下特殊教育的变革路径、前沿实践与融合未来。

Against the backdrop of deep integration between educational informatization and intelligent technologies, special education is entering a new stage of high-quality development. China’s Education Modernization 2035 calls for accelerating educational transformation in the information era, and the 14th Five-Year Plan for Advancing Special Education explicitly encourages the application of emerging technologies such as artificial intelligence, big data, and virtual reality. At present, new technologies—exemplified by generative artificial intelligence—are profoundly reshaping the practice of instructional support, communication assistance, and individualized intervention in special education. Meanwhile, research in neuroscience and neuroplasticity continues to enrich our understanding of learning mechanisms and diverse learner needs. Evidence-based practices and interdisciplinary collaboration are also increasingly enhancing the scientific foundation of educational policy and service delivery.

To promote continued breakthroughs in the equity, scientific rigor, and inclusivity of special education, the Faculty of Education at Beijing Normal University will host the Inclusion & Intelligence: International Conference on High-Quality Development in Special Education. The forum will bring together leading scholars and experts to explore transformative pathways, cutting-edge practices, and futures for special education in the age of emerging technologies.
